A final inspection is different from a walk through. A final inspection is an inspection completed but the appraiser for the bank. The final inspection is generally required when the appraiser cannot say the home is complete at the time of appraisal. This could be due to a new construction home not being fully complete or it could be due to an appraiser stating something has to be fixed on the home prior to closing. 

The final inspection is ONLY required if the appraiser states it is or if the Underwriter requires one. The final inspection has to be completed prior to the loan closing.
